Our Department believes in and practices Community Policing.  We see it as an organization-wide philosophy, value system, and management approach that promotes community, government, and policing partnerships, proactive problem solving, and community engagement to address the causes of crime, the fear of crime, and other community issues.

In 1994, we began to enact and now have the Community Policing philosophy throughout our Department.  We have since evolved to 18 citizens groups which make up an umbrella group called the Port Arthur Neighborhood Action Council (PANAC.)  Because of these partnerships we have developed with our community we have seen a substantial reduction in reported crime.  

We currently have eight officers assigned to the Community Policing unit that are responsible for maintaining the community Policing philosophy throughout the Department and the City.  We call these eight officers Beat Coordinators.

 The Beat Coordinators work closely with our 14 Neighborhood Action Groups, schools and churches to reduce crime and the fear of crime in Port Arthur.  The Beat Coordinators, along with our Field Operations Team, coordinate responses to street crimes and quality of life issues( e.g., drugs, gangs, prostitution, speeders, loud music, etc.).  They attend Neighborhood Action Group and Port Arthur Neighborhood Action Council Meetings.  They develop proactive street- level responses to problem areas and crimes, and will assist Field Operations Teams, Narcotics and Criminal Investigations Divisions, as needed.
